Amref Health Africa in Kenya, a leading international health NGO, is seeking a dynamic and experienced Program Officer to provide technical expertise and support for Lymphatic Filariasis (LF) Morbidity Management and Disability Prevention (MMDP) interventions within the Ministry of Health. This role will be seconded to the Vector Borne and Neglected Tropical Diseases Unit and will be based in Nairobi with regular travel to the field.

Program Background
The National Program to Eliminate Lymphatic Filariasis aims to eliminate LF as a public health problem in endemic regions of Kenya through Mass Drug Administration and Morbidity Management and Disability Prevention (MMDP). The program is implemented in six coastal counties in partnership with national and county governments.
Position Summary
The Program Officer will provide technical expertise and support in the design, planning, implementation, and evaluation of LF MMDP interventions, working closely with the Ministry of Health and various stakeholders. This role requires a strong understanding of WHO guidelines for managing LF patients and assessing associated health and disability.
KEY RESPONSIBILITIES
Program Management:
- Ensure the MMDP program is designed and implemented according to national and international guidelines.
- Represent the program at the County level with government and stakeholders.
- Develop detailed work plans, budgets, and timelines for MMDP activities.
- Foster collaboration and maintain effective working relationships with relevant stakeholders.
- Coordinate the integration of NTD MMDP services within community outreaches.
Technical Expertise:
- Support the development of MMDP training material, focusing on filarial lymphoedema management.
- Support the development of nursing care packages for post-hydrocelectomy patients.
- Assess, plan, and implement evidence-based nursing care for hydrocele and lymphoedema patients.
- Provide technical guidance to field teams and partners on filarial MMDP interventions.
- Stay updated on the latest research and best practices in MMDP interventions.
Advocacy and Communication:
- Advocate for increased attention and funding for MMDP interventions.
- Develop and disseminate educational materials and communication campaigns on filarial MMDP.
Monitoring, Evaluation, Research & Learning:
- Support all MMDP M&E initiatives for the LF program.
- Support sub-national healthcare workers in monitoring lymphoedema and hydrocelectomy patient outcomes.
- Support VBNTDU in supportive supervision field visits for data validation.
- Support operational research, documentation, and evidence generation for innovative MMDP approaches.
- Monitor and evaluate the progress of MMDP interventions and propose adaptive measures.
- Conduct periodic patient audits to improve client/patient care.
- Monitor program indicators and outcomes to assess impact and identify gaps.
Capacity Building:
- Continuously support capacity-building sessions for sub-national healthcare workers on LF MMDP.
- Collaborate with national and county health authorities to enhance their capacities in NTD MMDP interventions.
- Work with stakeholders to embed NTD MMDP modules within the CHV training curriculum.
- Conduct training sessions and workshops for healthcare professionals and community health workers.
Reporting and Documentation:
- Prepare and submit timely and accurate reports on MMDP activities.
- Support quarterly donor reporting requirements of the LF Program.
- Work with Amref’s communication team to document successful stories.
Qualifications
- Bachelor of Science in Nursing or Degree in Clinical Medicine from a recognized institution; Master’s degree in Public Health or a related field is an added advantage.
- Registration certificate and valid practicing license.
- Familiarity with WHO guidelines and strategies for LF MMDP.
- At least three years’ experience in providing nursing care, with experience in the NTD sector being an advantage.
- Proven merit and ability in work performance and results.
- Strong program management skills and strategic thinking.
- Agile and able to manage multiple tasks simultaneously.
- Detail-oriented with excellent oral and written communication and strong analytical skills.
- Excellent problem-solving skills.
