The International Rescue Committee (IRC) is a global humanitarian organization dedicated to providing aid, relief, and development support. They are currently seeking a MEAL (Monitoring, Evaluation, Accountability, and Learning) Coordinator to provide leadership and management oversight for their Sudan XB program.  

The IRC is looking for an experienced MEAL Coordinator to ensure the development and achievement of MEAL commitments, establish robust data management systems, and integrate MEAL principles throughout the project cycle. This is a remote position with significant travel to Sudan.

Job Summary

The MEAL Coordinator will provide technical leadership and management oversight to ensure strong data systems and processes are in place throughout the project cycle for the Sudan XB program, from design to close-out. This includes monitoring, evaluation, accountability, and data management. The role involves technical assistance, capacity sharing, and training in MEAL for IRC and partner staff, with a focus on continuous program quality improvement based on data and feedback.   

Responsibilities

Technical Oversight:

  • Provide technical leadership to ensure strong data systems and processes throughout the project cycle for both IRC and partner projects.   
  • Use learning and evidence from internal and external sources to inform proposal design and theories of change.   
  • Participate in partner capacity assessments and evaluate the strength of partners’ MEAL systems, identifying areas for support.   
  • Develop and operationalize logical frameworks, MEAL plans, data collection tools, data management processes, client feedback approaches, quality checks, audits, and data visualization.   
  • Provide MEAL technical assistance to program teams and partners during design and inception, including logframes, indicator selection, and data collection plans.   
  • Develop a MEAL budget and staffing structure for all projects, ensuring partners have sufficient MEAL resources.   
  • Ensure the effective setup and use of data platforms for efficient data collection, management, and presentation.
  • Produce high-quality data, analysis, reports, presentations, and dashboards for learning and decision-making.   
  • Present findings in project cycle meetings and strategic management team meetings.   
  • Provide technical leadership for surveys (baseline, endline) and evaluations in coordination with program coordinators, technical advisors, and external partners.   
  • Lead the expansion of mobile data technology and online dashboards.
  • Provide technical leadership for external accountability through sound accountability and client feedback mechanisms.
  • Strengthen client feedback and response mechanisms.

Strategic Leadership:

  • Lead all aspects of MEAL functions across multiple sectors and geographical areas.   
  • Champion a data-driven organizational culture for evidence-based decision-making and program adaptation.   
  • Shape and implement MEAL systems and approaches that meet IRC standards and are responsive to program needs.   
  • Develop and coordinate capacity-sharing partnerships with MEAL counterparts.
  • Reinforce the integration of cross-sectoral priorities in MEAL (gender, protection, safeguarding, DRR, DEI, Do No Harm).
  • Contribute to regional and global MEAL initiatives.   

Staff Management and Development:

  • Establish an efficient MEAL staffing structure.   
  • Supervise the MEAL team across multiple sectors and areas, setting objectives, managing work plans, conducting reviews, and fostering a positive environment.   
  • Coach, train, supervise, and mentor MEAL staff, promoting their growth.   
  • Develop and implement remote management capacity-building approaches.
  • Design and implement capacity-sharing plans with partner MEAL staff.

Qualifications

  • A minimum of six years of work experience within MEAL-related functions, including leading data collection and analysis for multi-sector, multi-donor programs.
  • Willingness and ability to travel approximately 60% of the time to Sudan, including remote locations.
  • Leadership experience in MEAL with demonstrated ability to transfer knowledge.   
  • Excellent understanding of quantitative and qualitative data collection and analysis methods.   
  • Demonstrated ability to develop functional data systems for program quality improvement and evidence-based decision-making.
  • Strong understanding of accountability mechanisms and proven ability to build client feedback systems (a distinct advantage).
  • Proficiency with mobile data collection software (Kobo, CommCare, ODK Collect) is essential, as well as proficiency with Microsoft Excel, SPSS, STATA, or similar software. Knowledge of Tableau, PowerBI, or GIS is an asset.
  • Excellent verbal and written data presentation and reporting skills.
  • Excellent advance planning and organizational skills.
  • Professional fluency in spoken and written English is required. Proficiency in Arabic preferred.
  • Previous experience in a conflict-affected or protracted crisis setting strongly preferred.
  • Previous experience in remote management strongly preferred.
